Use ClusterControl for the cloud provider you choose. You can add in the credentials according to each cloud and each user and ensure provisioning is done with that controlled user.
In addition to deploying on-premise or in the cloud, what about backups?
Backups can be stored locally or on the cloud, irrespective of where the database is, so really, the choice is yours. Store a GCP database backup on AWS S3 if you have an account there.
Can I convert an existing cloud DBaaS into a ClusterControlled database?
The way to do this would be to take a backup of the existing database and store that in a place accessible from ClusterControl so that the restore could be done from cloud backup storage.
